No. If it's not a flood, then yeah, call them on it. If they're lying, then call them on it, but floods happen here, and they do effect how people act. It's like if someone released drugs into the air. Yeah, people did crazy things, but they weren't themselves at the time, they didn't go under the influence willingly, and it shouldn't be treated like they were themselves because they weren't.
